It's unlocked in a story mission later in the game before you enter the Udam homeland. I have no story missions left though. Even checked the village and no more missions available there either. Omfg it's never explained that it's in your heal craft menu with left on d pad.

After that I had a quick dialogue where Roshani gave me a fire bomb and other stuff that was supposed to lead to a quest. I even got the usual "mission added to your map" thing

Go to the snowier areas of the map, and throw some bait around. This will either get you a wolf to kill, or a snow leopards. they spawn in some random places though. i found a snow leopard in the middle of the lake in rhino territory once.
